Anyone at any level can go without a real helemt as long as their over 16. (in eventing anyway) And dressage is way safer than jumping. Do you know how many people got seriously injured last year doing recognized dressage? Like 2. How many people got badly injured last year on recognized XC/Showjumping? Over 30. I am an eventer. I know a lot about dressage and yes one little spook can throw you off. But not very many people fall an break their heads open.
